The Committee members passed the said resolution, having scrutinized a number of Bills appertaining to the restoration of social security of members of private farming enterprises in case of unemployment.
The Bill (Reg. No.4043), submitted by People´s Deputies S.Hordiyenko and V.Matveyev, restores a previous version of the Laws "On Employment of Population" and "On Private Farming" effective till 13 January 2009.
The People´s Deputies drew attention to the fact that pursuant to amended Article 1 of the Law "On Employment of Population", members of private farming enterprises who conducted activity according to the Law "Private Farming" were considered as employed citizens. Hence such citizens could not be registered as unemployed.
However, pursuant to amended Article 8 of the said Law, members of private farming enterprises are considered as the employed, provided the work at the said enterprise is their principal place of work.
Moreover, the Law "On Private Farming" and subordinate acts fail to define the mechanism of withdrawal from private farming enterprises, minimum dimensions of a land plot, its quality on the basis of which the citizen could be considered as self-employed and not liable to obtain the aid on unemployment.
The Committee members upheld the Bill.
